Usually. However, if you've recently updated your password in Production, Test may still use the previous password.

Can I Create Users Directly in Test?
A user that already has access to the test environment can invite new users to the account via Accounts & Permissions tab. Note that users that only exist in Test will be removed from the test when monthly update from Production takes place.

Not immediately. Changes from Production are copied over once a month--usually every third Saturday.
