Cannot Create SiteBacker, Traffic Controller Pools

Symptom

I am not able to create a Site Backer config nor a Traffic Controller
Error message states 'Traffic Controller / Site Backer not enabled

Root Cause

SiteBacker and Traffic Controller flags not enabled on the account

Steps to Resolution

1. Customer Support verifies that the customer has the additional services in their contract
2. Customer Support enables SiteBacker and Traffic Controller flags in database
