Sitebacker will always try to serve the highest priority record or records first. If the record has a priority of 1, it will be the first record to serve. If the priority 1 record fails, then the record with the next highest priority will serve and so on. If all records fail, then the record with the All Fail will serve, if it has been set up in the Sitebacker Pool.
